The dreaded AB1634 has been whittled down through the political process to a bill that imposes stiffer fines for animal related complaints when the subject animal is an unaltered dog or cat.
It is still very poorly written, still puts the burden on local and county governments, and has a few nasty bits.
It is expected to come to the Senate floor soon, but is no longer the sweeping piece of AR hubris that is was originally. If it does pass, and we hope that it will not, the AR people will still claim victory. But a hollow victory it would be.
