“The Eagle-Nest” and Eagle Flocks?

I love the goldeneye duck. This would be a sea eagle in Sweden. I saw a huge painting of his that showed this species in the Genesee Museum in New York once. The painting of two hunting an eider.

Eagle Flocks?

I was talking to a friend the other day and a bald eagle went over. They are common here. He described something new to me. He said in May he has seen eagles gather in flocks above his yard and circle for a half hour or so then depart. He has seen it in multiple years and only in May.

We both  were at a loss to explain it. Any clues?
